WAGE SCALE: $ 31,234 – $ 46,367

JOB DESCRIPTION: This position is responsible for purchasing and accounts payable / accounts receivable for the health service. Acts as Deputy Registrar of Vital Records (registration of birth and death certificates) and as a replacement for Commercial Officer I for the Aid to County database. Participate in personnel procedures including payroll, time equivalence and select time procedures.

KNOWLEDGE, SKILLS AND ABILITIES: General knowledge of the principles of data entry, processing, output and excellent public contact skills are required. Computer skills and various types of computer software are required. It is also necessary to work with various office equipment (i.e. calculator, fax machine, computer, typewriter and copier). Good oral and written communication skills are important. The ability to maintain effective working relationships with the public, staff and other government employees is essential. The ability to work under time constraints and other demands and to coordinate work assignments with other people is essential for this position. This employee understands the ethics of confidentiality as required by the North Carolina General Bylaws and Lenoir County Health Department policies and procedures and HIPAA guidelines. Breach of customer information could lead to litigation. HIPAA training is provided throughout the year to remind staff of HIPAA policies and procedures. More specific training occurs when a policy changes that directly affects that employee.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:
High school diploma including or supplemented by basic bookkeeping or accounting courses and four years of experience in bookkeeping or accounting office work in an accounting office; or an equivalent combination of education and experience.
